The city shall enter into the agreement attached hereto as "Exhibit A" which agreement is hereby approved and which:

1. Provides that the basic purpose of the agreement creating CRAG is to create an organization with the following functions:

a. To study or cause to be studied problems of concern to its members;

b. To issue reports based on the studies;

c. To recommend, for purposes of solving or alleviating the problems of concern, action by public and private agencies, including legislation by governmental legislative bodies;

d. To render advice and technical assistance to governmental agencies upon their request; and

e. To prepare and adopt comprehensive metropolitan regional plans.

2. Provides for the organization of the Columbia Region Association of Governments upon execution of similar agreements by ten eligible cities and three eligible counties;

3. Incorporates by reference the constitution of CRAG, which specifies the precise organization, composition and nature of CRAG, and provides that the duration of CRAG shall be indefinite but that members may withdraw at any time;

4. Provides that members shall contribute to operating costs, based upon a yearly budget, approximately in the ratio that the populations bear to the total but for this purpose for counties to exclude population within member cities in their boundaries;

5. Provides that upon termination of CRAG any property or funds acquired by it shall be distributed among the members thereof in proportion to their contribution toward the cost of acquisition thereof; and

6. Which constitution in addition provides that CRAG may:

a. Study problems of concern and report and recommend;

b. Prepare and adopt a comprehensive plan for the region;

c. Employ a staff;

d. Contract and incur debts;

e. Seek and accept contributions and grants-in-aid;

f. Sue and be sued; and

g. That membership may terminate upon withdrawal;

h. That the general assembly is to be composed of two representatives from each county, three from the City of Portland and one from each other city, and that a majority of counties and a majority of cities are required for a majority vote;

i. That the executive committee is to consist of one member from the City of Portland, one from each county and one from the cities in each county;

j. That the association shall employ a staff including an executive secretary;

k. That the constitution may be amended by the act of the general assembly;

l. That the association shall have such other powers and authority as are described in its constitution and by laws incorporated into said agreement in Paragraph (2) thereof. (Ord. M-935 §1, 1967)
