Upon receipt of such comments the mayor shall execute the agreement (Exhibit A) and the city clerk shall thereupon cause copies of the same to be filed in the offices of the City Clerk, the Clark County Auditor and the Secretary of State for the State of Washington pursuant to Section 5 of said Ch. 239.
