A. The Director may name streets or use the street numbering system from this chapter according to the criteria in this section.

B. In selecting street names, the following should be considered:

1. Existing names should not be duplicated;

2. Names of similar pronunciation and/or spelling are prohibited (example: Briar Lane, Brier Lane);

3. Variations of the same name with a different street designation are prohibited within the first word of the two-word title or in the street extension (example: Pine Road, Pine Drive, Pine Lane);

4. No street should have more than one name;

5. Street names with historic significance should not be changed;

6. The name of a street generally should be the same for the entire length of the street;

7. Streets should be named after a person only if that person achieved prominence as a result of significant, positive contribution to the United States or the local community; and

8. Street names should not be changed more frequently than once every five (5) years.

C. Any new street to be established within the City, public or private, or any existing unnamed street, public or private, requires a street name approved by the City.

1. In the case of plats, proposed names will be specified on the final plat in compliance with the requirements set forth in this chapter, subject to the approval of the Director.

2. In the case of other new streets or the naming of unnamed streets, the owner(s) or contract buyers of properties abutting the street may petition the City Council in writing on a form provided by the City, a request to officially name a street. The petition must bear the signatures of the owners of at least 66% of the lots, tracts, or parcels of property (excluding federal, state, public utilities, and municipal lands) which will be served by the street to be named. The percentage of owners must be expressed in terms of both the number of properties and the land area. The City Council will consider by resolution such petition in a regular Council meeting. The Director will notify all property owners along the street by first class mail of the time and date of the Council meeting. Tax assessment records will be used for information about the addresses of property owners. The City Council will give due consideration to all such petitions only after all the street naming requirements of this chapter are met. (Ord. M-4026 §4, 2012)
