A. City Council Initiation. The City Council may initiate a vacation by resolution, which will include:

1. A legal description of the subject property, prepared and sealed by a professional land surveyor, registered in Washington;

2. A plat map, prepared and sealed by a professional land surveyor registered in Washington, indicating the specific parcels abutting the subject property;

3. A vicinity map showing the general area of the proposed vacation; and

4. Any additional information City Council determines is reasonably necessary.

B. Filing of Resolution. The resolution will be filed with the City Clerk.

C. Objection of Property Owners. If 50% or more of the abutting property owners file written objections to a City Council-initiated vacation with the City Clerk prior to the time of hearing, then the City will be prohibited from proceeding with the public hearing or granting the vacation. The calculation of the 50% threshold under this section is based on front footage, in the case of streets and alleys and public places, and on square footage of the easement area in the case of public easements.
