The Director will prepare a report concerning the proposed vacation addressing the criteria to be considered by the City Council in determining whether to vacate the subject property and such other information as deemed appropriate by the Director. In preparing the report, the Director will solicit comments from other City departments, utility purveyors, and external governmental agencies that have jurisdiction or utilities within the boundaries of the City. The report will be submitted to the City Council, or the City Council committee hearing the matter, and to the representative of the petitioners not less than five (5) days before the hearing. (Ord.
