Purpose. This ordinance regulates certain activities within the public right of way of the City for the health, safety, and welfare of the public. The ordinance also sets out traffic control requirements, procedures, and standards for any construction, maintenance, use, or other activity that alters the normal flow of vehicle, pedestrian, or bicycle traffic within any public right of way.

Applicability. The chapter applies to any use or activity, whether by permit or otherwise and exclusive of travel and access, in the right of way that affects or has the potential to affect property access or circulation by any travel mode. Other permits, such as a construction in the right of way permit (Chapter 11.90) or a right-of-way use permit (Chapter 11.60), may also be required. (Ord. M-4026 §8, 2012)
