This ordinance is enacted to protect and preserve the health, safety, and welfare of the public. Its provisions will be liberally construed for the accomplishment of these purposes.

The ordinance and its procedures do not create or otherwise establish or designate any particular class or group of persons who will or should be especially protected or benefited by this ordinance.

The ordinance is intended to prevent and minimize traffic collisions, injuries, damage to private and public property, and possible litigation. The ordinance is also intended to ease the flow of traffic and reduce delay and congestion.

This ordinance and the procedures adopted under it place the obligation of complying with the requirements of the chapter on the person conducting an activity in the right of way. Nothing in this ordinance is intended to be, nor may be construed to, create or form the basis for any liability on the part of the City or its officers, agents, and/or employees for any injury or damage connected to the use for which the right-of-way permit is issued.
