The Director is authorized to:

A. Adopt a traffic control manual for the City for any construction, maintenance, use, or other activity that alters the normal flow of traffic (vehicle, bicycle, or pedestrian) within any right of way;

B. Administer, promulgate, and enforce the provisions of this chapter and all procedures adopted under it relating to the use of rights of way and traffic control;

C. Propose the amount of the fee required by this chapter proportional to the scope of the work involved in reviewing, issuing, inspecting, and enforcing a traffic control plan;

D. Carry out such other responsibilities as required by this chapter;

E. Delegate any or all functions under this chapter to deputies or subordinates;

F. Request the assistance of other City departments to administer and enforce this chapter as necessary; and

G. Issue, deny, or revoke approval of a traffic control plan pursuant to the procedures established in this chapter.

All decisions of the Director will be final in all matters pertaining to the number, type, location, installation, and maintenance of warning and safety devices in the public right of way during any actual work or other activity subject to this chapter. (Ord. M-4026 §8, 2012)
