Unless otherwise specified in adopted regulations, the latest editions of the standard manuals listed below apply to the selection, location, and installation of required warning and safety devices. The City may impose different or additional requirements if site conditions warrant them, and any different or additional requirements are at the sole discretion of the Director.

Manual on Uniform Traffic Control Devices (MUTCD) as adopted by the Federal Highway Administration and revised by the state of Washington;

City of Vancouver Development Standards and Regulations, including standard plans and details;

Part VIII, “Regulations for Use of and Projections over Public Streets and Public Property,” of the latest edition of the International Building Code; and

AASHTO Highway Safety Manual.

The Director may require the presence of a properly attired and licensed flagger or other qualified individual to control traffic during the activity.

Pedestrian access must be maintained during any activity subject to this chapter. Safe, clearly marked routes must be available through and/or around the construction activity at all times. Temporary walkways must comply with width, slope, and cross slope requirements identified under subsection 11.30.060.A to the maximum extent feasible.

The person conducting the activity must provide all traffic control measures and comply with safety provisions. (Ord. M-4026 §8, 2012)
