A. The standards for City streets and bridges and all other construction within publicly owned rights of way, including private streets, will consist of the most current editions of the following:

1. WSDOT and APWA Standard Specifications for Road, Bridge, and Municipal Construction

2. WSDOT and APWA Standard Plans for Road and Bridge Construction

3. Standard details, plans, and design criteria, including pavement design requirements, prepared by the City, available at www.cityofvancouver.us.

B. Reference Standards. To implement the design criteria, the following publications and their revisions apply.

1. WSDOT Design Manual

2. WSDOT Construction Manual

3. WSDOT Hydraulics Manual

4. AASHTO A Policy on Geometric Design of Highways and Streets

5. FHWA MUTCD, as amended by WSDOT

6. Manuals adopted pursuant to Chapter 14.24, Erosion Control; Chapter 14.25, Stormwater Control; and Chapter 14.26 Water Resources Protection

7. Transportation Research Board Highway Capacity Manual

8. US Architectural and Transportation Barriers Compliance Board (Access Board) Accessibility Guidelines for Pedestrian Facilities in the Public Right of Way

9. National Association of City Transportation Officials (NACTO) NACTO Urban Bikeway Design Guide

10. AASHTO Guide for the Development of Bicycle Facilities, 4th Edition

12. City of Vancouver Comprehensive Plan 2011 – 2030

C. If standard specifications conflict, the Director will specify which specification applies. When the conflicting specifications relate to manuals adopted under Chapter 14.24, Chapter 14.25, and Chapter 14.26, the most stringent requirements, which have the most protective effect on water quality, will apply.
