The notice shall give the property owner not less than ten days' such notice. Within that time he or she may in writing filed with the office of city clerk request a public hearing. The hearing shall be held by the city council or a committee thereof or by a neutral officer designated by the council and shall be held within twenty-one days after receipt of such request unless the property owner shall in writing agree to a delay.
