A. Any person may purchase a right of interment in a city cemetery from the lead cemetery official. The director of financial and management services is authorized to permit purchases through an online/web-based program. At the time of purchase, the purchaser shall pay the sum set by the price schedule adopted pursuant to VMC 13.04.092 as the purchase price of the right of interment and shall be issued a receipt therefor. All money received for rights of interment or any other fee charged under VMC 13.04.092 shall be immediately paid to the director of financial and management services.

B. Upon full payment of the purchase price, the clerk or his or her designee shall issue to the purchaser a right of interment under the corporate seal of the city conveying to him or her the sole right to use the grave or niche for burial or inurnment purposes, respectively, but no such right of interment shall be issued by the city clerk or his or her designee until he or she has received the full sum to be charged for such right. All rights of interment delivered by the city shall be signed by the city clerk or his or her designee and have thereon the seal of the city. All such rights of interment shall be issued subject to rules or regulations then in force or which may thereafter be made by the city for the regulation of the cemeteries. (Ord.
