All noncremated human remains intended to be buried in any city cemetery, regardless of whether contained in a casket or similar enclosure, shall be placed in a concrete grave box (liner) at the time of burial. All cremated human remains intended to be buried, whether placed in an urn or similar enclosure, shall be placed in a liner at the time of burial, which shall be made from a durable material approved in advance by the lead cemetery official that provides sufficient structural support to protect the casket or urn from collapse.
