Except as provided in VMC 13.04.460, a violation of this chapter shall be considered a class 1 civil infraction under RCW 7.80.120 with a fine not exceeding $250.00. Nothing in this section affects the adoption of any RCW section adopted by reference in VMC 7.02.010.
