After January 1, 2013, all new public utility easements required under this title shall provide that the director and other duly authorized employees of the city of Vancouver bearing proper credentials and identification shall be permitted to enter all utility easements located on private properties for the purposes of inspection, observation, measurement, sampling, testing, public information, education and outreach, code enforcement and maintenance in accordance with the provisions of this title.
