Meeting the requirements of this chapter is the responsibility of the property owner on whose parcel the land-disturbing activity occurs and the person actually undertaking such activities on the site, and the general contractor for the site. In addition, if the land-disturbing activity involves a city-issued permit, the permit holder, and the general contractor are also responsible for meeting the requirements of this chapter. (Ord.
