The city shall retain the authority to require implementation of any portion of this chapter, as defined herein to comply with the city’s stormwater permit. The city also retains the authority to impose additional water protection measures when the city becomes aware of and documents that specific circumstances applicable to an operation threaten water resources, public health or safety. The city may inspect all operations subject to this chapter at all reasonable hours for the purposes of ensuring compliance with any provision of this chapter and with the consent of the owner or occupant or pursuant to a lawfully issued warrant.
