The provisions of this chapter shall be applicable to fishermen, swimmers, underwater divers, water-skiers, and watercraft and the operators thereof, and to all persons in or on the waters of the Columbia River within the city of Vancouver, Washington. (Ord. M-3104 §3, 1993)
