a. It is unlawful for any person to operate a watercraft in a reckless manner. For the purpose of this section, to "operate in a reckless manner" means operating a watercraft carelessly and heedlessly in a wilful and wanton disregard of the rights, safety or property of another.

b. A violation of this section is a misdemeanor, punishable by a fine of not more than one thousand dollars and/or by imprisonment not to exceed ninety days. In addition, the court may order the defendant to pay restitution for any damages or injuries resulting from the offense. (Ord. M-3104 §10, 1993)
