In addition to permits applied for under Section 15.08.050, hereof, anyone may apply for a temporary permit to conduct business on city park property or at a city plaza, or on a city right-of-way which is closed for the duration of a special event. (During such event, the right-of-way shall be considered a park or plaza area.) Such temporary permits shall be applied for not less than fifteen days before such special event. Permits shall be valid for the time designated thereon, and not to exceed seven days, in connection with a special event, such as the Fourth of July Celebration, Fort Vancouver Days, etc. Such permits shall be coordinated by the property management committee with the body which is sponsoring such special event. Nonprofit and public-purpose organizations shall be given preference in permit issuance under this section, and no more shall be issued than are found by the committee to be consistent with public safety and the public use of city property.
