A reserve account is hereby created within the Fire Department Fund wherein fees collected under this ordinance shall be deposited. The account shall only be used to defray the cost of providing hazardous material regulatory and emergency preparedness services, including the cost of providing hazardous material emergency response plan inspections, evaluations and exercises; training of emergency response personnel; and acquisition, maintenance and operation of emergency response equipment.
