A. General. The IBC shall apply to the site preparation, location, construction, alteration, moving, demolition, repair, maintenance, removal and use or occupancy of any building or structure or any appurtenance connected or attached to such buildings or structures and building service equipment within this jurisdiction, except those structures regulated by the International Residential Code (IRC) that are designed to meet IRC requirements and work located primarily in a public way, public utility towers and poles, and hydraulic flood control structures. the IBC regulations shall also apply to the demolition and removal of any structure regulated by the IRC.

B. Design requirements.

Minimum roof snow load

Design wind speed

Wind design speeds are coordinated with Risk Categories for structures, per IBC and ASCE 7-10

V - ASD = Nominal design wind speed

V - ULT = Ultimate design wind speed

1. V - ASD = 105 mph (3 second gust)

2. V - ULT = 135 mph (3 second gust) for Risk Category II.

Wind exposure and additional requirements as noted in IBC.

Seismic design

All locations within the city are classified as Seismic Design Category D. Seismic design parameters for specific sites shall be determined based upon zip-code or latitude and longitude using the web tool developed by the United States Geologic Survey available at

http://earthquake.usgs.gov/research/hazmaps/design/

C. Conflicts. Where, in any specific case, different sections of this code specify different materials, methods of construction or other requirements, the most restrictive shall govern. Where there is a conflict between a general requirement and a specific requirement, the specific requirement shall be applicable. Wherever in the building code reference is made to an appendix, the provisions in the appendix shall not apply unless it has been specifically adopted. (Ord. M-4165 §10, 2016; Ord.
