Authorized parking and maximum time stays established. It is hereby established that metered, permit, signed, and or other types of parking as approved by council are hereby authorized in established parking meter zones. There is hereby established a maximum parking time stay of ten (10) hours in established parking meter zones.

The City Manager, or his/her designee, with advice from the Parking Advisory Committee, is hereby delegated the administrative authority to determine:

A. Which of the authorized types of parking shall be used in established parking zones;

B. What time stays are appropriate for both meters and signed parking within the established parking meter zones not to exceed a maximum of ten (10) hours,; and

C. Rules and regulations regarding the administrative change of the type of authorized parking allowed and the reduction of the maximum time stay in established parking meter zones.

The City Manager, or his/her designee, with advice from the Parking Advisory Committee, may administratively change the type of authorized parking to be used in an established meter zone and may reduce metered or signed parking time stays in established parking meter zones to less than ten (10) hours for an area not to exceed a contiguous 200 feet of parking stalls upon consideration of any of the following factors:

1. The nature and character of the land use in the area including any recent changes;

2. The market conditions in the Portland-Vancouver area including any recent changes;

3. Discussions with property owners on the affected block face;

4. Occupancy rates in the area including any recent changes; and/or

5. Any other relevant factors.

The City Manager, or his/her designee, shall report to the City Council regarding changes in authorized parking and parking time stays in established parking meter zones as requested by the City Council, but in any event, shall report at least once every year. (Ord. M-4088 §1, 2014)
