As to the spaces to be available for long-term use, it is anticipated that more applications may be made than there will be spaces available. Accordingly, city staff is directed to give preference to persons who apply for a monthly permit and who manage a store, shop, office or restaurant immediately adjacent to the lot and who frequently need to be "in and out" of their places of business.
