A. The city manager, or his/her designee, may issue special written permits allowing the location of a motor home, trailer, or travel trailer, on a street or public right of way for repair or sleeping purposes only, which permit shall allow the owner the right to park such vehicle at the location described in the permit for a period of seven days which may be renewable for a period up to seven (7) additional days in any one calendar year and shall be issued without fee. Approval of location is partly contingent upon written permission of the abutting property owner. Special permits may only be issued for the following reasons: (1) Emergency repair requiring more than eight hours; (2) Guest visiting a resident of the city. Said permit must be posted and visible from the exterior of the motor home, trailer, or travel trailer.

B. The city manager, or his/her designee, is authorized to promulgate rules and regulations regarding the implementation and enforcement of this ordinance.

C. The city manager, or his/her designee, is authorized to revoke a permit that has been issued if he or she finds lack of compliance with any requirement of subsection (i), above, or of the rules and regulations promulgated under subsection (ii), above, or of any ordinance or statute.

D. Any person who is denied a permit, or had his/her permit revoked, may appeal the denial/revocation to a hearings examiner appointed by the city manager, or his/her designee. Notice of appeal must be in writing, and filed with the city clerk within seven (7) working days from the date of the denial. (Ord. M-4088 § 1, 2014)
