A. Parking space (s) may be reserved for reasons including but not limited to: (a) special access to a facility; (b) building or street construction; (c) remodeling; (d) special events; or (e) moving subject to the requirements and procedures of this section.

B. Meter hoods shall be used to secure on-street metered parking. Reservations may be made for the following purposes: (a) to accommodate large moving trucks; (b) to facilitate construction on property adjacent to the street; to accommodate events; (c) to prohibit parking for block parties, races, or parades; or (d) for a purpose determined by the Parking Manager to be in the interest of the City. All uses require payment as provided for in Section E. If reservations are to be made for other than the herein purposes, a street use permit must also be obtained as provided for in VMC Chapter 11.60

C. Signs stating “no parking” shall be used to secure parking in areas where there are no parking meters and that fall within the Parking Advisory Committee’s boundary as identified in VMC 2.63.060. Reservations may be made for the following purposes: (a) to accommodate large moving trucks; (b) to facilitate construction on property adjacent to the street; to accommodate events; (c) to prohibit parking for block parties, races, or parades; or (d) for a purpose determined by the Parking Manager to be in the interest of the City. All uses require payment as provided for in Section E. If reservations are to be made for other than the herein purposes, a street use permit must also be obtained as provided for in VMC Chapter 11.60.

D. Arrangements to reserve an on-street space (s) shall be made by contacting the City’s Parking Services Division.

1. Applications must be submitted at least 21 days before the reservation is needed. For good cause shown, this period may be reduced by the Parking Manager.

2. The applicant must provide dates and times when the reservation is to start and end and the specific location and number of spaces needed.

3. City departments and other governmental entities are required to follow the same policy and procedures for reserving space (s) as other applicants.

4. No use of the reserved spaces may be made unless meters are hooded or “no parking” signs are correctly displayed.

5. City Contractors, City departments and other governmental entities shall not be required to pay for reserving spaces under the following circumstances:

a. Emergencies;

b. Planned projects including but not limited to sidewalk repair, right of way and street maintenance; or

c. Reconstruction of a street.

6. Parking tickets incurred before and after reservation dates or by use of the reserved space not in compliance with City guidelines are the responsibility of the vehicle owner as provided for by law.

7. Reserving Metered or Non-metered space (s) shall not be used solely for employee parking.

8. The Parking Manager reserves the right to limit the number of parking spaces reserved by an applicant.

9. If an applicant fails to comply with state law or the requirements of this code section or requirements of the permit, the reservation may be cancelled and the hood (s) or sign (s) removed without notice.

10. No meter or no-parking signs may be tampered with or removed by an applicant without permission from the Parking Manager.

11. Applicants exempted from obtaining a street use permit shall submit a completed Parking Stall Closure Acknowledgement form with the reservation application.

12. Meter hoods or temporary signs shall be placed 24 hours in advance of the start of the applicant’s reservation.

E. Fees.

1. Metered Zones. A daily rate per-meter-per-24 hour day fee, a fifty dollar ($50) refundable per meter hood deposit, and a forty-five dollar ($45) per-application administrative fee will be charged for reservations. Fees will not be prorated for hourly or half-day services.

2. Non-Metered Zones. A daily rate per-space-per-24 hour day fee plus and a forty-five dollar ($45) per-application administrative fee will be charged for reservations. Fees will not be prorated for hourly or half-day services.

3. Special Events. A daily rate per-space-per-24 hour day fee, a fifty dollar ($50) refundable per meter hood deposit (if applicable), and a forty-five dollar ($45) per-application administrative fee will be charged for reservations. Fees will not be prorated for hourly or half-day services.

4. All fees and deposits shall be paid in advance.

F. Meter Hoods.

1. Once the meter reservation expires, the applicant shall return the hoods in as good a condition as they were received (normal wear excepted), and shall thereupon be refunded the deposit fee. If the applicant requires an extension for their reservation, the applicant shall pay the additional daily rate per-meter-per-24 hour day fee for the extended period, but shall not be liable for any additional deposit.

2. If any meter reservation under this section expires and the meter hoods have not been refunded and an extension has not been granted under subsection F, all rights to use such hoods shall lapse and they shall be recovered and the deposit fee shall be deemed forfeited to the City. It shall be a violation of this section for anyone to lend or rent any meter hoods issued under a reservation granted under this section to any other person or contractor or to use any such hood at a location other than that specified in such permit. Any person found to be engaged in such activity shall forfeit the right to a refund of the deposit fees. (Ord. M-4168 § 4, 2016)
