A. Passenger Vehicles. Passenger vehicles used for hauling commodities shall, when loading or unloading such commodities, be stopped or parked parallel or diagonally to the curb as required by the type of parking indicated by markings or sign and shall not be backed to the curb.

B. Commercial Vehicles. Except when actually engaged in loading or unloading some commodity, no commercial vehicle shall stand backed to the curb at any time. All loading and unloading shall be continuous and shall be completed as rapidly as possible. All commercial vehicles backed to the curb within a business district for the purpose of loading and unloading commodities shall stand at right angles to the curb with the rear wheels against the curb or street line in cases where the length of the vehicle will permit such parking without blocking a substantial portion of the street; otherwise, the vehicle shall be parked at an angle with the curb with the right rear wheel against the curb or street line; provided, however, that no vehicle shall be backed against or parked at the curb or street line at any place within a business district so that the foremost part of such vehicle extends out into the street to a point nearer than six feet from the center of the street, unless a permit for such parking has been obtained from the chief of police.

C. Long and Heavy Vehicles. No vehicle or combination of vehicles of greater length than thirty feet shall be stopped or parked for loading and unloading purposes on any street within a business district of the city of Vancouver, except upon written permit from the chief of police.
