The Financial & Management Services Director shall:

1. Maintain a general accounting system for and exercise financial budgetary control over the city government and each of its offices, departments and agencies in accordance with state law and with generally accepted accounting principles;

2. Seek to collect all moneys due the city from any source, have custody and provide safekeeping for all public funds or investments belonging to or under the control of the city, or of any office, department or agency of the city and to deposit all funds in such approved depositories as he or she deems appropriate, and to invest city funds in accordance with state law;

3. Prescribe the forms of receipts, vouchers, bills or claims to be used by all the offices, departments and agencies of the city government, subject to the approval of the division of municipal corporations of the state auditor's office;

4. Examine all contracts, orders and other documents by which the city government would incur financial obligations, to ascertain that moneys have been appropriated or budgeted and will be available when the obligation shall become due and payable;

5. Inspect and audit any accounts or records of financial transactions which may be maintained in any office, department or agency of the city government apart from, or subsidiary to, the accounts kept in the Department of Financial & Management Services;

6. Audit and approve, subject to council approval, the disbursements of all moneys, and have control over all expenditures to ensure that budget appropriations are not exceeded, and with the advice of the city attorney, to determine the regularity, legality and correctness of such expenditures;

7. Make temporary interfund loans of those municipal monies, which are otherwise legally available for investment purposes, where such loans would be necessary to ensure compliance with RCW 43.09.210; provided that such loans are subject to the following criteria:

a. Each interfund loan shall be documented with a financial plan reflecting a repayment schedule.

b. The finance director or designee shall charge the borrowing fund interest at the city's investment portfolio rate of return unless:

1. The borrowing fund has no other source of revenue other than the lending fund; or

2. The borrowing fund is normally funded by the lending fund.

c. The term of the loan may continue up to one year.

d. Appropriate accounting records shall be maintained to reflect the balances of loans in every fund affected by such transaction.

e. The quarterly report referenced in subsection (8) of this section shall reflect a recap of all interfund loans, including the interest rate, and any interest charged.

8. Submit to the City Council through the city manager, not less than quarterly, a financial report in sufficient detail to show the exact financial condition of the city, and to submit as of the end of each fiscal year, a comprehensive annual financial report;

9. Supervise and be responsible for the purchase, storage and distribution of all supplies, materials, equipment and other articles used or to be used by any office, department or agency of the city government;

10. Provide for the safekeeping of all bonds, notes and other debt instruments of the city and the receipt and delivery of same for transfer, registration or exchange;

11. Administer the city's business and occupation tax and other taxes provided for in Title 5 of this code, and administer all licensing ordinances to the extent provided for in Title 5 of this code;

12. As City Clerk, shall perform all duties specified in city ordinances and shall keep all records except such specialized records as must or should be kept in other departments. The City Clerk, or such employee as he or she shall designate, shall keep the journal of council proceedings, and shall authenticate by his or her signature all ordinances and resolutions, and record all such ordinances and resolutions and other necessary documents.

13. Perform such other and lawful acts and functions as he or she shall deem necessary to carry out this chapter and/or as may be assigned by the city manager. (Ord. M-2915 § 6, 1990: Ord. M-2528 § 3, 1985; Ord. M-3633, Amended, 11/17/2003)
