1. Voting Members. The City of Vancouver Parks and Recreation Commission shall consist of 7 voting members appointed by the mayor, subject to the approval of the City Council, who shall be residents of the City of Vancouver to serve without compensation.

2. Ex-Officio Members. Representatives of each school district with territory within the city limits, a representative of the Parks Foundation of Clark County may be represented at all commission meetings; they may take part in all discussions of matters before the commission, but shall not have a vote; and their representation may be filled from time to time by their duly authorized representatives.

3. Restriction on Employment. No member of the Vancouver Parks and Recreation Commission shall participate in the planning, consideration or vote upon any matter that he or she has a financial interest in including parks construction and planning or be employed by the City of Vancouver, during his or her term on the commission.

4. Regionalized and Specialized Committees. The city, by agreement approved by City Council and entered into with school districts, public bodies, public corporations, and other organizations, including but not limited to Clark County, may provide for regional and specialized parks and recreation advisory commissions and committees which may include representation from among the members of the Vancouver Parks and Recreation Commission under the term of such agreements.
