The council-manager Charter of 1952, adopted February 11, 1952, does not provide for the office of city treasurer. By RCW Chapter 41.6 pertaining to the firemen's relief and pension system and by RCW Chapter 41.20 pertaining to the policemen's relief and pension system, the city treasurer is required to be a member of the respective boards of trustees governing these two pension systems. To fill the vacancy created by the charter, there is created and established pursuant to Section 2.05 and Section 2.09 of the charter of the City of Vancouver, the office and position of city treasurer. The person designated as city treasurer shall sit as a member of the municipal firemen's pension board and as a member of the policemen's relief and pension board and shall perform the duties required of him by the respective laws governing the pension systems but shall have no other duties.
