The chief of the Fire Department shall have full power, control and command of all persons, except members of the City Council, at any and all fires. It shall be the duty of the chief of the Fire Department or other commanding officer to take such measures as he may deem necessary at any fire, for the extinguishment thereof and the preservation of life and protection of property. It shall further be the duty of the chief of the Fire Department to make all reports and keep all records that are required by law, or by the council of the City of Vancouver, or by the city manager.
