Every member of the Fire Department, during the time of a fire, shall have all the powers of a police officer, and may prevent all persons, except owners of the property endangered assisting in the removal of articles, from going into such portions of the city as may interfere with the Fire Department in the extinguishment of fires, and are hereby empowered to make arrests for any violation of this section.
