All appointments and promotions in city employment shall be made according to merit and fitness. The director of human resources shall establish and maintain appropriate information systems for the effective administration of personnel affairs of the city. He or she shall certify all payrolls, and no payment of wages or salary shall be made to any city officer or employee, other than elected officials, except upon the certification on the payroll by the director or his/her designee that the persons whose names appear thereon have been duly appointed and have been employed during the payroll period.
