This chapter is enacted to provide for the administration of the personnel affairs of the city as required and contemplated by Section 7.00 of the City Charter. The City Council has determined to not act under City Charter Section 7.03 to provide for civil service for all employees; provided, full-time, fully paid and commissioned officers of the city fire and police departments, other than the chiefs of such departments, shall continue to be covered by civil service as state law providing therefore is carried out by Chapter 2.57 of this code.
