The City of Vancouver has elected and does elect to participate in the statewide system for pension relief, disability and retirement for city employees provided by RCW Chapter 41.44. All employees and officers of the city shall be included in the system, except members of the fire department and police department; provided, however, that no official shall be included unless such official so elects and files a written notice of such election with the board of trustees of the pension system and with the City Clerk.
