The provisions of this chapter shall include all full-time, fully paid employees of the city’s police and/or fire departments, as set forth in VMC 2.20.010 and 2.32.010. The positions of police chief and fire chief, because of the nature of their positions, shall be exempt from civil service. Other positions in the police department may also be exempted from civil service in accordance with the procedures set forth in Chapter 143 of the Laws of Washington 2002, codified as RCW 41.12.050.

All appointments and promotions covered by this chapter shall be made solely on merit, efficiency and fitness, which shall be ascertained by open competitive examination and impartial investigation. No person shall be reinstated in or transferred, suspended or discharged from any such place, position or employment contrary to the provisions of this chapter.
