The city shall not require any person applying for or holding an office, place, position or employment under this chapter to reside within the corporate limits of the city as a condition of employment, or discriminate in any manner against any such person because of residence outside of the city; provided, however, the commission may by rule provide for such employee response time as it finds the public health, safety and general welfare demand; provided further, individuals employed by the Vancouver police and fire departments on June 20, 1988, shall be deemed to satisfy residency requirements if they reside within Clark County. The commission shall establish by rule, the period of time allowed before new employees shall be required to meet the residency requirement. (Ord. M-2768 §3 (part), 1988)
