The Director of Financial and Management Services, or designees, shall assure that in making payment of any salary, wage or other compensation for services to any person subject to the jurisdiction of this chapter, that the records of the city demonstrate such person was appointed or employed in compliance with the terms of this chapter and with the rules of the commission.
