1. "Appointing authority or authority power" means the city manager, or the city manager's written designee. It does not include the Civil Service Commission.

2. "Appointment" means and includes all means of selecting, appointing or employing any person to hold any full-time, fully paid regularly commissioned office, position or employment subject to civil service under this chapter.

3. "Commission" means the Civil Service Commission created in this chapter, and "commissioner" means any one of the commissioners of that commission.

4. "Fully paid fire department" or "fully paid fire-fighter" means that department and the officers and firefighters employed in such department, who are paid regularly by the city and who devote their whole time as city employees to firefighting and fire prevention activities and to emergency medical services.

5. "Fully paid police department" or "fully paid police officer" means that department and the officers and police officers employed in such department, who are paid regularly by the city and devote their whole time as city employees to police duty. (Ord. M-2768 §3 (part), 1988)
