Immediately upon appointment, the members designated to act on said committee shall assemble for organization, and for the convenience of business transactions shall elect a chairperson from among its members to preside at its meetings and a vice-chairperson to preside in the absence of the chairperson. The terms of chairperson and vice-chairperson shall be for one year. The city manager’s designate shall be the secretary for the committee and shall be responsible for keeping all records and minutes; official minutes shall, however, be subject to approval by vote of the membership.

At the organization meeting, the committee shall determine by lot two members whose terms shall be for two years, two members whose terms shall be for three years, and the remaining shall serve for a four-year term. Thereafter, every person appointed to such committee shall serve for four years, except when the appointment is to fill an unexpired term. All appointees shall serve until successors are appointed.

The mayor, subject to the approval of City Council always retains the power of removal, with or without cause. Any member who is absent for more than three successive regular meetings without permission having been granted from the chairperson, or who has a total of more than eight nonexcused absences from regular meetings in any calendar year, shall be subject to removal from the committee by letter from the mayor.
