The class of historic properties which shall be eligible for special valuation in accordance with 1985 Washington Laws, Chapter 449, shall be all historic property meeting the criteria set forth in such state act and which is listed in the National Register of Historic Places or is designated by the City Council as an historic building or landmark by resolution of the City Council in accordance with Ordinance M-2449, codified in Chapter 17.38 of this code (at such time as the city becomes a certified local government as provided in PL 96-51).
