Need for child care facilities. The City Council finds that a community need exists for child care and similar facilities within the City of Vancouver. Further the Council finds that it is appropriate that different levels or intensities of child care facilities be subjected to different levels of review. Therefore, the City has established the following standards and review procedures for the protection and enhancement of the neighborhood and for the general health and welfare of the community. (Ord.
