All contracts for the purchase of supplies, materials, services, and the lease or lease/purchase of equipment or public works required by this chapter shall be approved as to legal form by the city attorney or their designate. Such contracts shall be executed on behalf of the city by the mayor, city manager, director or designate as appropriate and in accordance with this chapter and with rules and regulations adopted under VMC 3.05.020.
