Notice of call for bids or solicitations for proposals for supplies, materials or equipment shall be advertised for contracts expected to exceed $300,000. The deadline for receiving bids or solicitations for proposals shall be stated in the call for bids or solicitations for proposals. The director or designate shall determine the manner and means for advertising that in their judgment will attract qualified bids or proposals, including but not limited to posting on websites, publication in newspapers or journals, or other means.
