The phrase “services” means services which provide professional or technical expertise to accomplish a specific study, project, task, or other work, and excludes the engagement of special assistant city attorneys or attorneys to represent or advise the city in a given situation, investigative services, and/or expert witnesses, which shall be by rules adopted by the city attorney and approved by the city manager.
