RCW Chapter 35.79 establishes a method for vacating streets, alleys and public ways for cities in the State of Washington. To comply with the chapter, the city council must pass a resolution setting a date of hearing, post notices, vacate the property by ordinance and publish the ordinance as required by the city charter. As the petitioning abutting property owners are benefitted by such vacation, it is the considered judgment of the city council that such owners should pay the cost of such vacation and that the burden should not fall upon the taxpayers generally.
