It is determined by city council that setting the appropriate charge for sets of plans and specifications provided to prospective bidders on public works construction projects is administrative and should be accomplished by the finance department pursuant to the standards provided herein. A non-refundable charge may be made for each hard copy or electronic set of plans and specifications provided to prospective bidders on public works construction projects with an engineer's estimate of two hundred ($200,000) dollars or more. Charges for plans and specifications shall ascertained by the finance director and shall reflect the actual and reasonable costs of providing such plans and specifications to prospective bidders. Such prices shall be stated in the invitations for bids. Plan centers may subscribe to receive one set of plans and specifications for each project. The annual charge for such subscription shall be set administratively by the finance director and shall reflect the actual and reasonable costs of providing such plans and specifications to plan centers. Plan centers electing not to subscribe shall pay the same charges per project as prospective bidders. The purchasing manager may waive such charges when, in his or her judgment, extraordinary circumstances warrant such waiver. Ten (10) hard copy sets of plans shall be provided at no charge to the contractor to which the project contract is awarded. (Ord. M-3851 §1, 2007; Ord. M-3575, 2001; Ord. M-3427, 1999)
