A. Definitions. In construing the provisions of this section, except where clearly apparent from the context, the following definitions shall be applied:

"City" shall mean the city of Vancouver, Washington.

"End-user(s)" shall mean any individual or entity that is given access to a city-compiled, web-hosted database of city legal interests in real property, excluding the city.

"Transaction(s)" shall mean any search request initiated by an end-user for data related to interest against an individual property.

B. Database. It is determined by city council that determining which city interests in real property to compile in a database is administrative duties and shall be as specified by the Chief Financial Officer.

C. Charge assessed. A non-refundable charge shall be made for each on-line electronic transaction by an end-user of internet web-based data compiled by the city of its statutory, contractual or judgment liens and other interests in real property in the amount of $25 per transaction. It is determined by city council that setting the appropriate charge for access to such a database is administrative and should be accomplished by the Chief Financial Officer pursuant to the standards provided herein. Charges for access to databases shall be changed not more than once in any twelve-month period after the finance department shall have ascertained that such changed rates reflect the actual and reasonable costs of providing and maintaining such databases. An up-to-date copy of such price schedule shall be kept at the office of the Chief Financial Officer and also on file in the office of the city clerk, shall be posted on the city's website, and shall be on the website of the city's third-party web host, if any.
