The moneys in the cumulative reserve fund for city library shall be used only for the acquisition of real property, the construction of a library building or buildings, the development of any city-owned real property for library purposes, the alteration of, remodeling or repair of any buildings now or hereafter used for city library purposes, and for the purchase of motor vehicular equipment for library purposes.
