All money received by the city of Vancouver as bail for appearance in the police court and all money received by the city of Vancouver in payment of fines and costs in the police court shall be paid to and received by the chief of police or a duly authorized member of the police department, except as hereinafter provided. The chief of police shall be responsible and accountable for all money so received. Every member of the police department who is authorized to receive such payments shall be bonded to the chief of police and the city of Vancouver in an amount, not less than one thousand dollars to be determined by the city council.
